Chi-Man Ngai
Dr. Chi-Man Ngai graduated from The University of Hong Kong and underwent specialist
training in Otorhinolaryngology in Queen Elizabeth Hospital. With the establishment of the Hong
Kong Hospital Authority and the clustering of public hospitals, he was promoted to help in the
establishment of the Department of Otorhinolaryngology-Head & Neck Surgery (ORL-HNS) in the
Kowloon West Cluster in 1994. He later became the Chief of Service who led the ORL-HNS services
of the largest cluster in Hong Kong.
Dr. Ngai has vast experiences in administrative works, which include deputizing Hospital Chief
Executive, and being the chairman and members of various committees in HA Head Office.
In the past 2 decades, Dr. Ngai has been actively engaged in the educational activities of the Hong
Kong College of Otorhinolaryngologists (HKCORL). He has organized various academic activities
for all ORL specialists in Hong Kong. Moreover, he updated the ORL specialist training curriculum
and initiated a structured training program for all trainees in Hong Kong. He established and
consolidated the post-fellowship training programs in the subspecialty of head & neck surgery and
facial plastic surgery.
Dr. Ngai is an experienced examiner and Quality Assurance assessor of various professional
examinations, including Membership examination and Fellowship examination. He was the President
of the HKCORL for two consecutive terms from 2021 to 2025.

Ki-Man Pai
Dr. Ki-Man Pai is Director of the Department of Otorhinolaryngology at Macau's Centro Hospitalar
Conde de São Januário. As a Fellow of the Academia Médica de Macau and Medical Consultant, he
has established himself as a key figure in Macau's healthcare landscape through his clinical expertise
and administrative leadership.
With extensive experience in otorhinolaryngology and head & neck surgery, Dr. Pai holds multiple
leadership positions including President of the Macao Association of Otorhinolaryngology and
Chairman of the Ophthalmology & Otorhinolaryngology College at Academia Médica de Macau. He
is also the Chairman of the Greater Bay Area Otorhinolaryngology & Head & Neck Surgery Specialist
Alliance (Guangdong-Hong Kong-Macao), where he facilitates cross-border medical collaborations
between Macau, Mainland China, and the Greater Bay Area. His academic contributions include
serving as Honorary Chairman at Beijing Shouda ENT Hospital and Standing Committee Member of
China Association of Gerontology & Geriatrics (Otology).
Beyond clinical practice, Dr. Pai plays an active role in healthcare policy and social welfare as a
Member of Macau's Social Welfare Committee, the CPPCC Shandong Provincial Committee and
the Election Committees for Macau’s Chief Executive & National People’s Congress. He is also the
Director of the Kiang Wu Hospital Charitable Association & Hospital Management Committee.
Dr. Pai also contributes significantly in academic research and medical societies, he is a Standing
Committee Member of China International Exchange & Promotive Association for Medical & Health
Care (CPAM) and Editorial Contributor of the Chinese Journal of Otorhinolaryngology in Integrative
Medicine.
